Important Changes to CORSA University for 2016 and Beyond

CORSA has very exciting news for our 2016 CORSA University on-line training program. On January 4, 2016 we will be changing our CORSA University vendor to LocalGovU. LocalGovU is the leading provider of online training and e-Learning for local governments nationwide and works directly with cities, counties and risk management groups to provide high quality, accredited training that reduces liability and mitigates risk. LocalGovU offers more than 300 courses covering topics ranging from human resources, safety, management, and productivity to law enforcement and corrections. This change will allow CORSA to provide our members many additional courses to choose from to maximize the member's training efforts, time and results. During the vendor change over there will be a small time period when CORSA University will not be available. CORSA University will be unavailable from December 27, 2015 to January 4, 2016. Additionally, the website address (URL) to access CORSA University will change to: www.localgovu.com/products/learn/?t=corsa<http://www.localgovu.com/products/learn/?t=corsa> Please update your Bookmarks/Favorites in your web browsers. All CORSA University uses (current and new) will need to create a new account in order to access the new CORSA University website. Freezing and Bursting Pipes

As a pool CORSA has all too many high severity losses every year due to freezing and bursting pipes. In fact, freezing/bursting pipes in the aggregate accounts for much of our yearly property losses as a pool. Attached is some additional information on this all too common loss for our members. Extracted from the document: "Surprisingly, ice forming in a pipe does not typically cause a break where the ice blockage occurs. It's not the radial expansion of ice against the wall of the pipe that causes the break. Rather, following a complete ice blockage in a pipe, continued freezing and expansion inside the pipe causes water pressure to increase downstream -- between the ice blockage and a closed faucet at the end. It's this increase in water pressure that leads to pipe failure. Usually the pipe bursts where little or no ice has formed. Upstream from the ice blockage the water can always retreat back towards its source, so there is no pressure build-up to cause a break. Water has to freeze for ice blockages to occur. Pipes that are adequately protected along their entire length by placement within the building's insulation, insulation on the pipe itself, or heating, are safe." What You Risk by Not Detecting a Breach

CORSA now provides Cyber Coverage as part of our regular program. If you are a CORSA member then you may be aware that we have formed a "Cyber Panel". The panel is composed of IT experts from our membership and CORSA staff; the panel has created a CORSA Model Cyber Policy and a Cyber Best Practices document. We also held cyber training seminars in four locations throughout the state this fall. The compromise of the department's systems was not discovered until April 2015. The delay in discovering the breach was attributed to a failure to configure security settings as strictly as they could have been. OPM officials advised that it was adopting additional procedures to guard against remote access and expanding the use of anti-malware software across the system. In other words, when someone decided more was needed to keep the barn doors closed, it was discovered the horses were already gone." It is never a bad time to review safe driving procedures with your fellow co-workers and now is the time to review winter weather hazards. Loss Mitigation Action Plans and Freeze Hazards

A vital step in all Loss Control and Risk Management programs is to have mitigation plans in place. The attached document provides mitigation guidance on a variety of hazards commonly faced by our members. One timely item extracted from the attached document covers one of CORSA members most common and, unfortunately, most expensive hazards: "Freeze: Any interruption of power during cold weather is a freeze hazard. Taking proactive steps like those listed below will help you reduce and avoid damage. * Building closures. Make sure all doors, windows, shutters, and dampers that can be closed are in place and secured to minimize heat loss. * Snow and ice removal. Check equipment and snow removal contractors. Remember that the roof may need to be cleared. * Anticipate flooding. If the premises may be flooded as a result of severe cold weather, take precautions and plan for this eventuality now. Move susceptible equipment or stock to an alternate location if feasible. Check operation of pumps or other dewatering equipment. * Collect and circulate a list of emergency telephone numbers. Distribute them to everyone in the organization who may need them. * Heating systems. If backup electric power is not available, make arrangements to obtain portable heating units which do not require electric power. * Protect piping. Piping systems which could freeze must be checked. Be sure that heat tracing is energized. Be prepared to supply backup power to heat tracing systems or drain the piping. Pay particular attention to sprinkler systems. Any change in the readiness status of your sprinkler systems should be reviewed by your local fire department!"
