Ottawa County has done this for several years. As it reduces our liability by paying folks at a lesser rate than what they would probably get at retirement time. On December 29, 2016, the Commissioners approved allowing employees a one-time only opportunity to convert accrued sick leave, vacation and compensatory time to cash. This will be the only opportunity to convert your sick leave this year, at a rate of 50%. Briefly, employees may convert to cash: Up to 120 hours (15 days) of sick leave at the rate of 50% (employee must maintain a minimum balance of 120 hours) Accrued vacation at the rate of 100% up to the maximum three-year balance that is allowed to accrue per County policy; and Up to 40 hours of compensatory time accrued at the rate of 100%. It is important to note that, according to OPERS rules, this payment will not be subject to OPERS and does not count for retirement purposes as earned income. Further, as stated in the policy, this decision is discretionary and therefore non-precedent setting. Any employee electing to convert any of their leave to cash must complete the Sick/Vacation/Comp Conversion Election form (ATTACHED). The form should be signed and dated by both the employee and department head. If you have employees paid from grant funds or multiple funds, please note on the worksheet where the funds for payment are coming from. ThePayroll Worksheet (also ATTACHED) and the Election form must be completed entirely. With regard to salaried employees and in accordance with Personnel policy 2.1 Hours of Work, Overtime and Compensatory Time, Overtime Exempt Employees/Earned Time Off, earned time off is not payable in cash and will not be eligible under this one-time conversion. The original election forms and payroll worksheets must be submitted to the Auditor’s Office by 4:30 PM on Friday, January 20, 2017. Conversion checks will be available for pick up at 8:00 AM on Friday, February 3, 2017.
