Clinton County has not, kind of doubt the Board would be willing to do this-they'd feel it is more important to reward longevity/current employees rather than a new hire. That being said, when I was at the hospital prior to coming to the county, we did hiring bonuses for select positions, and the amount was based upon the position-pharmacists, nuclear med techs, occupational therapists, BSN's all had different bonuses paid, some also had contributions made toward student loan payments. Most positions were not bonus eligible. Pay rates also had to be fully competitive in order for hiring bonuses to mean much. Whatever the amounts were, we provided half upon hire and half at 6 months. The positions eligible were carefully identified and current staff were supportive of it because they realized the positions needed to be filled so they could have days off. The amount had to be enough to get someone's attention and the amounts paid were more significant than anything we'd ever be able to pay as a county. You'll also want to weigh the consequences of providing smaller amounts that might not be really enough to attract someone but anything paid can be enough to irritate a current employee.
