RE: County Hazmat As per Mindy Saylor, Director Darke County Office of Homeland Security & Emergency Management Darke County's HazMat Team is formed under the Darke County Fire Chief's Association and not the County Commissioner's. The team is comprised of fire fighters from any county/city fire department so long as their chief approves their application and they meet the training requirements. The Association has appointed an Advisory Committee in which Mindy and Ken (LEPC) do sit on. John M. Mahoning County would like to inquire about your County's Hazmat team. Our Hazmat members are volunteers - not paid. They are covered under our CORSA policy and are employees for the purposes of workers compensation when they are in the course and scope of their hazmat duties. I report the minimum payroll per BWC guidelines. See questions below. I'm also emailing the CORSA broadcast so some may receive this inquiry twice. Any input CORSA staff has is also welcome. 1. Are they compensated? 2. If so, are they compensated by hour or by stipend? 3. If compensated by hour, do you match or exceed their hourly rate from their primary employer? 4. If they are compensated by hour, I'm assuming they are considered employees for the purposes of compensation and benefits(accrued leave, life insurance, unemployment)? 5. If they receive a stipend, are they treated as vendors or employees in your accounting system? (is minimum wage and issue?) 6. Does your Board of Commissioners appoint them via resolution? If so, does the Board approve any promotions? 7. Are any of the members unionized under the County Hazmat? We would be greatly appreciative with any information you can provide us.
