Janice, Prior to going self insured, Medina County had a system for charging back workers comp premiums to various departments based on payroll costs and claims experience. I still have the spreadsheet that set the base rate for each department, and as premiums increased this increase was allocated based on claims experience. We would notify the various departments of their estimated workers comp premiums prior to the submission of their budget. Any refunds received would be deposited directly into the County's Workers Comp Fund to offset future premium costs.
