I wanted to reach out to see if anyone has a sample of a policy for permitting/renting publicly-owned facilities for events conducted by non-governmental persons/entities/associations that has been reviewed for First Amendment considerations. For example, perhaps a policy that would permit use of public grounds for an event, say sponsored by a 4-H or similar youth group on the one hand, while prohibiting its use – or at least adding restrictions on its use – for protests or the like or for events that are likely to attract attendees that may bring a risk to public safety, on the other hand.
Any suggestions or input would be much appreciated!
