Ottawa County does do this. Around September of each year I reach out to Comp Management for a estimate. I then use that number in the budget requests for the following year. Once the invoice comes in our Auditor takes the updated numbers from Comp Management and allocates each departments line item to pay the invoice. When we get refunds based on the year they use the % they paid of the invoice for that year and get the % back of the refund into their revenue line item. I'm sure they would be willing to talk to your Auditor if you get that far. Has anyone implemented a chargeback system for BWC premiums based on a department’s claims experience? I’m really interested in how the budgeting works in terms of paying the bill in January, getting refunds later and applying them proportionately to the departments, etc.
