Our population of our county is 101,497 The EMA department is not under the general fund of the county. Ashtabula County has an EMA department under the Board of Commissioners. We are one of the counties located near a nuclear power plant so a lot of work goes into keeping things going for preparedness and drills. These are just a few duties amongst many other programs the EMA office handles. This department consists of four employees. The EMA Director, Deputy Director, Administrative Assistant and E911 Coordinator/Planner Trainer. The EMA Director pay rate currently is $27.46 he was hired last year. He just finished his EMA certification program. Our pay range for this position is : Min: $24.79 Mid: $27.88 Max: 30.95 The Deputy Director in covered as a classified position under an AFSCME union contract. The pay rates for this position are driven by what is negotiated for this class. Currently the pay rate is $18.95 with .005% longevity for each year added on to the base wage of the pay grade starting after five years. They also have five steps to move. Given these factors the current deputy rate is $20.63. This employee has been here for six years and has been in other positions within this department prior to this one. We are currently having discussions to move this to a non-union position. 911 operations as far as dispatching is handled by our Sheriff Department. However, located within the EMA office is the E911 Coordinator/Planner Trainer. I will attach this description as well as it is in charge of the 911 programing, servers, training and processing points on a mapping system but does other training and planning with regards to the requirements of the department. This position is in the union as well. It has a starting pay rate this year (negotiated by contract) of $19.89. This position to is entitled to the longevity pay as well as steps. This employee has been working for the county for 17 years in various positions under union classifications. The current rate of pay for this employee is $22.80.
