Please find Ashtabula County’s current policy below. We are in the midst of revising ours as well. Our county does not declare levels of emergency internally. Does anyone have information on the legality of paying employees for time not worked? Such as having delayed openings or early closings and still claiming regular pay outside of a full emergency closing? I would be interested in that information if you can share. Our county has different offices that open and close and still pay regular pay. Any input would be greatly appreciated. WEATHER RELATED AND EMERGENCY CLOSING 1. When a weather emergency is declared by the County Commissioners, employees will be compensated for the time they were scheduled to work during the emergency period. 2. An employee may be required to work even though the Department is closed due to an emergency. The employee is entitled to straight-time pay for regular hours worked, unless he/she is on overtime status. There will be no additional compensation or time-off as a result of being required to work during an emergency. 3. An employee not scheduled to work because of scheduled vacation or continuing sick leave will be charged for the leave regardless of the declared emergency. 4. An employee who is absent, tardy or leaves work early on a day when weather conditions interfere with travel, but when no emergency has been declared, will not be paid for the missed time. The employee may, with the approval of the Appointing Authority and/or Manager, account for the time by charging it to vacation, compensatory time or to leave without pay. Inclement weather is not valid use of sick leave. Lauren C. Muskingum County's policy currently indicates that for Level 1 and 2 Emergencies, offices will remain open and employees are expected to report to work. If an employee doesn't report to work, they will use vacation, personal, or compensatory time or take the day/time as unpaid. Level 3 Emergencies the offices are closed and employees will be paid. On January 12th, some of our county offices closed early due to the anticipated weather conditions but we were not under any Level Emergencies at the time of closure. Commissioners made the decision to pay employees for the time that they would have been scheduled to work had the office not closed. I would appreciate feedback and/or copies of policies to review.
