Butler County has an Asst HR Director doing benefits administration on the employee side of things, but his job also includes collective bargaining, as our County Auditor is involved in benefits administration on the financial side. Position description attached. Butler County also has a Health Insurance Advisory Committee (HIAC) composed of representatives from all county offices who are covered by our CEBCO plan. This advisory group provide feedback to commissioners on their desires and preferences for coverage. They also are told what the county's overall experience is and what overall trends and problems are occurring (don;t want to violate HIPAA) so they can take this information back to their respective offices. . We did not advertise for this position as we formed a "central' HR department using existing HR staff in various commissioner decentralized HR offices-- water and sewer, CSEA, Children Services, JFS, commissioners' office .
