For example, perhaps a policy that would permit use of public grounds for an event, say sponsored by a 4-H or similar youth group on the one hand, while prohibiting its use - or at least adding restrictions on its use - for protests or the like or for events that are likely to attract attendees that may bring a risk to public safety, on the other hand. Any suggestions or input would be much appreciated!
