It's my understanding that workers' compensation charges are appropriate billable expenses. Not sure a resolution is absolutely necessary. Don't have where Mahoning County ever did a resolution to charge back. We do not have a TPA here at Mahoning. I do all of the claims management, budgeting and reserve calculations. And we charge back to every payroll code in the County.
