Hello everyone, Madison County is exploring the addition of a Human Resources professional to our staff and I'm curious to how other counties handle their HR roles and responsibilities for their elected officials and departments. Hi Rob, Our personnel department is formed by resolution of the Board of County Commissioners under the authority of ORC 124.14 (G). As defined in ORC 124.14(G)(2)(a), the county personnel department exercises the power, duties, and functions specified in ORC 124.01 to 124.64 and Chapter 325 with regard to employees in the service of the county. The authority of the county personnel department extends to all departments who report to the Board of County Commissioners as the appointing authority or co-appointing authority. Additionally the Personnel Department provides services in some way, shape or form to every county entity under our FIN/EIN. Services include but are not limited to workers' compensation coverage, liability coverage, health, life, dental, vision, flexible spending, and supplemental disability insurance, recruiting, screening, hiring, orientation, discipline, termination, etc. The amount of involvement of the personnel department has varies based upon the Appointing Authority. The personnel department is a general fund department, recovering some expenses from special revenue funds through the cost allocation plan and other expenses through the workers' comp expenses allocation and wellness fees. Ottawa County does have an HR Director. We encourage all our elected officials and department heads to utilize her. If the department is not in the general fund and does NOT pay indirect cost we will invoice that department back for her services... most of them, with the exception of Workers Comp. It is to our benefit that as a group she work on that so we do not invoice back those hours. Our hourly rate is all inclusive with salary and benefits.
