As you may know, CORSA's Best Practice Personnel Policy Manual (BPPM) Drug and Alcohol Policy provides, in part: "The use of marijuana in any form for any purpose, authorized for medicinal purposes or unauthorized, will be treated the same as the use of all other Schedule 1 controlled substances, illegal drugs, or the abuse of legal drugs." (emphasis added). Marijuana remains a Schedule 1 controlled substance under federal law even after passage of Issue 2. Accordingly, CORSA's BPPM Drug & Alcohol Policy will remain unchanged. We suggest, solely from a loss control perspective, members do the same. It is also advisable to communicate to staff that the drug and alcohol policy will remain unchanged, even after the passage of Issue 2, and reissue a copy of the policy. Should you contemplate a change to your current drug and alcohol policy/practice we recommend you consult the Prosecutor's Office or legal advisor prior to making change(s) or implementation of same. Look for the County Commissioners Association (CCAO) to provide a comprehensive overview of Issue 2 inclusive of employment and non-employment matters soon.
