In Washington County, HR handles open enrollment including informational meetings with departments and then processes (inputs) the FSA elections through the vendor website. A copy of the FSA elections along with any new enrollment or change forms for health insurance is then forwarded to payroll to update employee pay deductions. In Lake County, the Employee Health and wellness falls under the Commissioner’s office specifically the Finance Department. We recently switched to a online enrollment system, BenXpress, and employees enroll online, and after open enrollment, a file is sent to our Auditor’s office which imports this file into the payroll system. I handle all the health insurance benefits/correspondents from the Commissioners’ office. I include an open enrollment letter, at the appropriate time, as a payroll stuffer through the Auditor’s office. I also send email attachments to the department heads and have them collect the information and turn in to me. Depending what insurance company you are with, depends on how much “data entry” you have. We are with CEBCO now and they handle open enrollment applicants data entry. Fulton County served as a pilot county for CEBCO’s automated enrollment (employee self-serve). Each employee enrolled in their benefits or waived coverage online through the Businessolver portal. The Payroll Specialist in the Auditor’s Office monitored and accepted enrollment through Businessolver Admin. Employees returned Fulton County-specific hard copy forms that were not part of the CEBCO automated enrollment process (i.e. spousal carve-out, HSA, etc.) to the Payroll Specialist in the Auditor’s Office to finalize. Fulton County holds open enrollment meetings each year in various facilities to inform employees of the programs offered, costs involved, wellness program information, what is new and what employees need to do during the open enrollment period.
