The Commissioners in Ottawa have not asked to be reimbursed for their use on cell phones. If a county vehicle is not available and they use their private vehicle we will reimburse them for mileage at the IRS rate. We have some departments that purchased phone contracts strictly for county use. Others use their personal phones and may or may not be reimbursed depending on that office practice. We have some departments with county cars for business use, others are paid mileage. We have a county car for Commissioners' use. If it is not available and a personal car is used, the driver is eligible for reimbursement for mileage (I think the current rate is 51 cents per mile). I believe they use their personal cell phones. County policy allows for an allowance toward the cost of the employee's cell phone plan, but the employee must show that the use of the cell phone is an integral part of their job and that they can not carry out their job responsibilities without it. If a county cell phone is issued, it is strictly for business use, according to policy. This is the policy for cell phone use in Trumbull County: V. INDIVIDUALLY OWNED CELLULAR PHONES Those employees using their own cellular phones for County business may submit the calls for reimbursement only up to the total overage charge shown on the invoice. The employee must make personal payment to the provider of the service prior to submitting reimbursable minutes/charges to the County for payment. Reimbursement requests to the County shall be honored only if a detailed billing statement (listing all calls placed and received) is submitted. No portion of the basic, routine monthly charge for service will be reimbursed. If a personal vehicle is used for county business, we reimburse at the going IRS rate, currently 56¢ per mile. Steve C. For the most part the Logan County Commissioners do not request reimbursement for mileage or cell phone usage. Periodically if it is a very long trip they will submit for mileage reimbursement.
