Driving Policy Language for Personal Vehicles
Hello, Lorain County is asking if you would share your policy for County Employees who operate their personal vehicle on county Business. A. Mileage: As determined necessary by the appointing authority, mileage may be reimbursed for out-of-county travel. The amount of mileage reimbursement will follow the IRS rate. 1. The use of county-owned departmental vehicles is preferred. The Board of Commissioners have pool cars available. Please contact the Administrative Assistant - Erie County Commissioners to reserve one, and making the use arrangements. Reservations will be on a first-come first-serve basis, but will be prioritized by distance. These can be taken home the night before the event if practical purposes dictate. If so, please inform the Administrative Assistant - Erie County Commissioners or Auditor's office upon making the reservation; along with the date and time the vehicle will be returned to the parking lot. Please be considerate of the next driver, and fuel the vehicle upon return. County vehicles must be only used for official business, pursuant to 307.43 ORC. 2. Mileage reimbursement for a personal vehicle is only allowed if there are no departmental or pool vehicles available on the event date(s). There is no reimbursement for mileage if the choice is made to use a personal vehicle when a county vehicle is available. Reimbursement rate for the use of a personal vehicle will be at the IRS mileage rate for actual miles driven in their private vehicle less commute. Employees and officials are required to maintain a valid driver's license, carry and be able to demonstrate current coverage of liability insurance on the vehicle used by them to carry out their duties. Employees and officials are responsible for paying their own liability insurance. 3. Although it is highly discouraged, but if it is necessary that multiple employees are attending the same event, car-pooling is required; unless unusual circumstances make it impractical. USE OF PERSONAL VEHICLES ON OFFICIAL COUNTY BUSINESS A. This policy applies in all respects to Employees who use personal Vehicles while on County business. B. Use of personal vehicles by Employees traveling out of County for County business is discouraged unless a County vehicle is not available, or if the use of a County vehicle would cause serious inconvenience, or extreme hardship. C. Employees who use personal Vehicles while on County business shall abide by all County rules, including department rules. D. Insurance coverage for personal vehicles used on County business shall be the responsibility of the owner of the vehicle. E. All employees who use their own vehicle on County business are recommended to have minimum insurance limits of at least $100,000 per person for bodily injury; $300,000 per occurrence for bodily injury; and $100,000 property damage per occurrence; or a combined single limit of not less than $300,000. F. Employee's supervisor must approve use of personal Vehicles on County business in advance of any such use. G. Employees who are authorized and required to use their personal vehicles on County business will be reimbursed per mile at the authorized County rate. Matthew S. Here is excerpt from Muskingum County policy: Expenses shall be considered for approval or disapproval following submission of a Travel Expense Report, with true and actual receipts attached which document the business expense. Expenses, which are approved, shall be reimbursed in the following manner. * Mileage: Employees shall be reimbursed for actual miles traveled, while on official departmental business, according to the rate specified in the annual Resolution passed by the Board of County Commissioners, when using their personal vehicle. Such payment is considered to be total reimbursement for all vehicle-related expenses (e.g., gas, oil, insurance, depreciation, etc.). Mileage reimbursement is payable to only one of two or more employees traveling on the same trip, and in the same automobile. An account of actual miles traveled showing the starting point, destination, and total miles traveled, must be provided by the employee. The starting point should be the employee's regular employment address unless approved to leave from another address (i.e., employee's home) by the Appointing Authority. In no case will more mileage be paid for an alternative starting point than would have been incurred from the employee's place of employment. Employees using their privately owned or leased vehicle while traveling on routine County business are covered by the County's liability insurance - however, the employee's insurance carrier is the primary insurer. If air travel is less expensive than mileage, the employee will be reimbursed for the least expensive way of travel. Thanks!
