Those who have one year of accumulated service (from all sources) would earn and be permitted to use their vacation. We have some collective bargaining agreements that are more generous. Another question regarding vacation accrual. If your county hires someone that has prior service credit (ie: 5 years), do you allow them to take vacation within the first year or do you make the employee wait until they have been employed within your department for 1 year?

Our county policy follows the ORC. We do have CBA's that have a more generous vacation schedule. None allow use in the first year - but one of our contracts that allows personal days grants them upon hire prorated for the year and then they are given each January for that years use. In my "previous life" (aka private sector) I've seen values based systems and also where you were prorated for the first year and then on your anniversary received your accrued amount. Most of the policies I've seen at least require completion of probation before paid vacation but employers would schedule unpaid time for events scheduled prior to hire.
