Columbia St., PO Box 2639 Springfield, OH 45501-2639 937.521.2008 SECTION 6-M: SERVICE RECOGNITION a) Clark County recognizes and appreciates long-term continuous full and part-time employment with the County. b) From the effective date of this section going forward, employees who obtained a milestone anniversary January 1 - December 31 of the previous year shall be recognized for continuous years of service in 5 year increments (5, 10, 15, 20, 25, 30, 35, 40, etc.). Each employee with a milestone anniversary the previous year, shall receive a deposit of one half day of Service Recognition Personal Leave by the end of the first quarter of the year following the milestone anniversary. c) A half day is based upon the number of hours a person is normally scheduled to work, not including overtime. For example, full-time employees who work 8 hours a day will receive 4 hours of Service Recognition Personal Leave. d) Service Recognition Personal Leave may be used for any reason. e) At the end of the year or upon separation from employment, any Service Recognition Personal Leave that has not been used will not be paid or converted to another type of leave. f) Requests to use Service Recognition Personal Leave must be submitted on the required form or through the appropriate electronic method. g) For the purposes of this section, continuous years of service only includes, continuous years of service with Clark County. I'm reaching out to see if your county commissioners or other appointing authorities in your county have established an employee recognition program that provides additional paid leave for outstanding perform? If so, could you please share a copy of your program? A county has inquired looking for samples that they could use in crafting their own program. As you know, Ohio law (ORC Section 325.25) allows such programs, upon notifying the board of county commissioners, as long as the costs of the program do not exceed the office's budget. Upon notifying the board of county commissioners, any appointing authority of a county office, department, commission, board, or body, or of a common pleas court, county court, or county-operated municipal court as defined in section 1901.03<http://codes.ohio.gov/orc/1901.03> of the Revised Code, may establish a program to recognize outstanding employee performance. The program may include, but is not limited to, cash awards, additional paid leave, or other additional benefits as the appointing authority considers appropriate, so long as the costs of the program do not exceed the total amount of compensation fixed by the board of county commissioners for the office, department, commission, board, or body or for the common pleas court, county court, or county-operated municipal court. Effective Date: 04-16-1998.
