Morrow County has just begun to video record the Commissioner's meetings. My question is, in the past say for a Public Hearing, the hearing was recorded on tape and then transcribed for our files. In Butler County we videotape every meeting in is entirety including any audience participation, any speakers, any public participation, and any the public hearings.... everything. We do not produce a transcript in the form of a written statement of who said what or a summary of what was said in lieu of a verbatim transcript. we do have an agenda of the meeting and we have a document which records the resolutions presented at the meeting and the commission vote on each resolution. We have taken the position that actual video of the meeting is far more accurate as to who said what, their tone of voice, the context in which it was spoken, and what was actually said, than an emotionless paper transcript. And if a written transcript is required, we can send it to a court reporter. Gary Sheets Asst. Seneca County video records all of our meetings, hearings, on and offsite. We do not transcribe our hearings or meetings. We passed a resolution stating our meetings would be digital. I have attached our resolutions for you to look at, we had to amend our first resolution to clarify digital instead of DVD. We post our videos on YouTube for convenience to the citizens.
