Good Afternoon: Scioto County has an EMA Department with Director. We do not have an EMS Department. 911 is under the Scioto County Sheriff. The EMA Dept. is funded by State Grants; however, 4 or 5 years ago the State cut some of their funding and the General Fund has been transferring approximately $21,000/annually to EMA. Jane

Harrison County has both EMS & EMA, they are not under one director. The EMA is under the Commissioners and they hire an EMA director. We do give them $21,000 a year from the General Fund. Our EMS is under the Commissioners but we have an EMS association that oversees all operations. For the most part their funding is from special revenue and the Commissioners help when needed but its mostly for backup services or training. As for 911, we have a board that meets for 911 - 911 is housed in our Sheriff's Office and they are currently working on a director for this position. In Delaware County EMA is under a separate board with a separate director. It's funded through grants and some GF dollars. EMS and 911 are separate departments under the Board of Commissioners with a director who is responsible for each. EMS is general fund and 911 is general and levy funded. Several years ago the three areas operated under one director with supervisors responsible for each area. At that time, the commissioners were the appointing authority for EMA, EMS and 911.
