Organizational structure in County Commissioners office
Dear CORSA Members: Butler County is interested in learning how CORSA members have organized their Commissioners office. Butler County utilizes a county administrator and the organizational chart for member counties with an administrator would be particularly enlightening (how many assistant or deputies there are the administrator would be of particular interest). No doubt some counties in CORSA do not have an administrator, but those smaller counties have, no doubt, found efficient ways to arrange their governmental services in the commissioners office which make it easier for them to provide service. Wyandot County is small enough that there is only one Clerk/Administrator. All functions are handled through this individual. Attached is Trumbull County's chart. In the Commissioner's office, the Clerk of the Commissioners' is the Interim Administrator. Under her jurisdiction, there is a Deputy Clerk, an Accounts-payable person, a Journal Clerk, Administrative Secretary, Grants Manager and a Receptionist/Secretary. Ashland County has a Clerk, Deputy Clerk, It Professional (he works with all county offices for IT needs) and a Maintenance Supervisor with 2 maintenance and 2 custodial positions under him. We contract with the City of Ashland for our workers' compensation claim needs. We both use CompManagement for our MCO and our Claims management. Preble County has been without a County Administrator since 2006. Currently in our Commission Office is an Assistant County Administrator/Clerk to the Board, Administrative Assistant and Receptionist. We have supervised and maintained our Land Use Management Department for well over one year at this time. We are hopeful to fill the Director of Land Use Management's position soon. Almost all grant work is maintained by our Administrative Assistant in the Commission Office. We are the purchasing department for the county, as well as HR for the county. In Putnam County, we have an administrator who is in charge when commissioners are gone; the clerk is in charge when the commissioners and administrator are gone and we also have a grants/wage coordinator and a utility/billing clerk (water/sewer billing), receptionist, recycling coordinator in the commissioners office.
