Would be nice if everyone followed the same policy as it causes issues when some employee are expected to use their vacation or comp time and other offices get paid. Clinton County’s is the same as Muskingum’s—and, we have the same issues regarding some EO’s closing their offices and paying their staff and others close and staff use vacation under a L2. Same thing occurs on the days immediately before a holiday—some EO’s close offices half a day early and staff use vacation time, others close early and staff are paid, others remain open and just take the designated holiday off. We do have some discrepancy allowed by appointing officials in our policy - see attached. With that being said, it also can cause issues the other way. We had a few departments shut down or allow late in's without it being held against their employees. Other departments whose elected officials did not make the same decision were not pleased. We do not have level emergencies in Trumbull. All offices remain open unless the Commissioners close the buildings. If the decision is made to close, employees are paid as though they worked. Should an employee not report to work while the offices are open, they can use their personal/vacation/comp time. Here’s our policy for vacation and sick time in such cases: SECTION 4.17 OFFICE CLOSURES In the event County offices are closed due to inclement weather or other unforeseen phenomenon, the following policy will be used to address the charging/reimbursing of employees who used sick or vacation leave prior to the announcement of closure. If an employee reported off sick prior to the closing, those hours will still be deducted from their sick leave bank. If an employee had a scheduled personal/vacation day, those hours will not be charged against their account. Thanks. Please find Ashtabula County’s current policy below. We are in the midst of revising ours as well. Our county does not declare levels of emergency internally. Does anyone have information on the legality of paying employees for time not worked? Such as having delayed openings or early closings and still claiming regular pay outside of a full emergency closing? I would be interested in that information if you can share. Our county has different offices that open and close and still pay regular pay. Any input would be greatly appreciated. WEATHER RELATED AND EMERGENCY CLOSING 1. When a weather emergency is declared by the County Commissioners, employees will be compensated for the time they were scheduled to work during the emergency period. 2. An employee may be required to work even though the Department is closed due to an emergency. The employee is entitled to straight-time pay for regular hours worked, unless he/she is on overtime status. There will be no additional compensation or time-off as a result of being required to work during an emergency. 3. An employee not scheduled to work because of scheduled vacation or continuing sick leave will be charged for the leave regardless of the declared emergency. 4. An employee who is absent, tardy or leaves work early on a day when weather conditions interfere with travel, but when no emergency has been declared, will not be paid for the missed time. The employee may, with the approval of the Appointing Authority and/or Manager, account for the time by charging it to vacation, compensatory time or to leave without pay.
