Has anyone implemented a chargeback system for BWC premiums based on a department's claims experience? I'm really interested in how the budgeting works in terms of paying the bill in January, getting refunds later and applying them proportionately to the departments, etc. Any other feedback would be appreciated. Ottawa County does do this. Around September of each year I reach out to Comp Management for a estimate. I then use that number in the budget requests for the following year. Once the invoice comes in our Auditor takes the updated numbers from Comp Management and allocates each departments line item to pay the invoice. When we get refunds based on the year they use the % they paid of the invoice for that year and get the % back of the refund into their revenue line item. I'm sure they would be willing to talk to your Auditor if you get that far. We don't charge back general fund, but we do others. Our TPA does the spreadsheet for us. It's a complicated spreadsheet, using 30% a department's own experience and 70% the county's experience and the department payroll. I couldn't begin to do the spreadsheet, but your TPA may be able to. CompMgt has run studies for us a couple of times over the years based on each dept.'s claims experience, just so we had some idea of what cost each dept. would incur in case the Commissioners decided to implement a chargeback system. We were in individual retro for several years. The annual premiums for these claims are charged back 100% to each department. We charge based on payroll for group retro at this time. Janice, Prior to going self insured, Medina County had a system for charging back workers comp premiums to various departments based on payroll costs and claims experience. I still have the spreadsheet that set the base rate for each department, and as premiums increased this increase was allocated based on claims experience. We would notify the various departments of their estimated workers comp premiums prior to the submission of their budget. Any refunds received would be deposited directly into the County's Workers Comp Fund to offset future premium costs. We are retrospectively rated but regardless, we charge back all costs. What I do is first find the base rate for workers comp including DWRF I and II as they are statutory, I remove the EMR and admin fees. That gives me a base that everyone would pay. I charge that against reportable payroll. Then I calculate payroll based on the rate on the invoice/online payment. I subtract the base premium from the billed premium and the difference is representative of utilization. That is what we refer to as "additional risk". We then find each department/org code's responsibility within the experience exhibit. We prorate that percentage to the "additional risk" and add that dollar amount to the base premium. That process charges back actualities. Small departments aren't killed and the general fund does not end up paying for non-general fund experience (MCBDD, Engineer, Sanitary) However, now that we are paying prospectively, we had to add another process wherein we come up with an expense rate for payroll at budget time in advance. Since 2017 was paid last December, we had to come up with a rate to charge payroll in 2015 and put the money aside so in December we had already collected most of it. Come January of 2018. We will do true up and see how we budgeted. We were pretty close for 2016 but we don't use the billed premium; we ask for an adjusted premium using the budgeted payroll we come up with in October/September. That way we don't owe a whole bunch of money due to using two year old payroll.
