Commissioners' Resolution to Initiate Workers Comp Charge-Backs

To all counties who charge-back workers comp premiums to your departments based upon claims experience: Ashland County wants to start charge-backs based upon claims experience in 2018 and needs a sample Commissioners' Resolution to initiate the charge-backs. They have the CompManagement study, and have held a meeting with all the elected officials to discuss the calculations. Now the Commissioners need to draft a Resolution, and would like to see how other Commissioners have worded their Resolution to implement charge-backs. W.C. Chargebacks

I'm looking for a resolution in regard to Workers' Comp chargebacks. We want to do 50% the first year and then go to a 100% allocation of the cost to the various offices on the basis of their exposure and claims experience. Anyone have a sample to share? County Hazmat

Hello everyone, I had a meeting today regarding issues surrounding our County Hazmat team. Mahoning County would like to inquire about your County's Hazmat team. Our Hazmat members are volunteers - not paid. They are covered under our CORSA policy and are employees for the purposes of workers compensation when they are in the course and scope of their hazmat duties. I report the minimum payroll per BWC guidelines. See questions below. I'm also emailing the CORSA broadcast so some may receive this inquiry twice. Any input CORSA staff has is also welcome. 1. Are they compensated? 2. If so, are they compensated by hour or by stipend? 3. If compensated by hour, do you match or exceed their hourly rate from their primary employer? 4. If they are compensated by hour, I'm assuming they are considered employees for the purposes of compensation and benefits(accrued leave, life insurance, unemployment)? 5. If they receive a stipend, are they treated as vendors or employees in your accounting system? (is minimum wage and issue?) 6. Does your Board of Commissioners appoint them via resolution? If so, does the Board approve any promotions? 7. Are any of the members unionized under the County Hazmat? We would be greatly appreciative with any information you can provide us. Wage Continuation Question

Ashland County asked me to pose this hypothetical question on the CORSA Broadcast. They would appreciate you input. The Engineer has an employee off work recovering from a workplace injury. The Engineer is paying wage continuation. The injured worker is cleared for transitional work with some restrictions, but the Engineer doesn't have a position that meets the restrictions. Another county department, in the general fund, does have a position. Has your county had this situation? Do you have transitional work available outside of the injured workers' department / budgetary fund? Wage Continuation Question

Medina County is currently self-insured and transitional work is rarely used. However, when we were state funded and we did use transitional work, it would have been the engineer that would have continued to pay the wage continuation. The departments needed to be in agreement and the employee was informed that this is temporary.
