Reporting PWRE benefits/premium to BWC for prospective billing

As PWRE reportable benefits utilized to pay/report premium for workers' compensation are not available to report by the following year's deadline, does anyone have any ideas as to how they will be able to project PWRE benefits to use for the new prospective billing? Driver Safety - Cognitive Distraction: Something to Think About

Keeping our employees safe on the road is an ongoing concern for all public employers. In recent years the extent of distracted driving and its effect are becoming ever more evident. The attached meta-study from the AAA Foundation for Traffic Safety contains some eye-opening information on this very important subject that all supervisors should be aware of mitigating the risk posed by both policy and training. Available at no additional cost to all CORSA members are a variety of defensive driving training options, both live and computer based. CORSA also provides it's members with our model driver policy and best practice guide, both available at www.corsa.org<http://www.corsa.org> to download at any time. CORSA Risk Management services also include yearly Motor Vehicle Reports (MVR) on member employees via our SAMBA service provider and individual MVRs for hiring/HR purposes through our office. Extracted from the AAA study: "Three Sources of Distraction Conceptually, sources of driver distractions can be divided into three categories: 1. Visual: Visual distractions take the driver's eyes off the road. Turning to look at a passenger is an example of this kind of distraction. 2. Manual: Manual distractions take the driver's hands off the wheel. For instance, when a driver is holding food or a beverage, he or she is manually distracted 3. Cognitive: Cognitive, or "mental," distractions take the driver's mind off the task at hand (safe driving). Worrying about a job interview or dwelling on an intense conversation while behind the wheel might constitute cognitively-distracted driving. Any form of visual or manual distraction inherently involves an element of cognitive distraction, as well. What Every Board, Elected Official and Appointing Authority Should Know Before, During and After a Cyber Attack

The new year is bound to bring many new and exciting things to the public sector. One at new and, unfortunately, exciting thing that I am sure the new year will bring is an ever increasing threat from cyber attacks on Ohio counties. Effective mitigation of this threat can only start one way - guidance and effort right from the top of the entity. This brief extract form the attached document, THE CYBER SECURITY PLAYBOOK, highlights this: "Security breaches are no longer just possible. They are inevitable. That's because attackers' tactics change faster than security teams can adapt to them... While attackers have to succeed once, security teams must be right 100% of the time. That objective is unrealistic. But [appointing authorities] can help [entities] match their security posture to the risks they face". Although written for the private sector boards of directors, the information contaned is valid for all entities public or private. Please forward this attachement to all Boards, Elected Officials and Appointing Authorities for their consideration and action. Important Changes to CORSA University for 2016 and Beyond

CORSA has very exciting news for our 2016 CORSA University on-line training program. On January 4, 2016 we will be changing our CORSA University vendor to LocalGovU. LocalGovU is the leading provider of online training and e-Learning for local governments nationwide and works directly with cities, counties and risk management groups to provide high quality, accredited training that reduces liability and mitigates risk. LocalGovU offers more than 300 courses covering topics ranging from human resources, safety, management, and productivity to law enforcement and corrections. This change will allow CORSA to provide our members many additional courses to choose from to maximize the member's training efforts, time and results. During the vendor change over there will be a small time period when CORSA University will not be available. CORSA University will be unavailable from December 27, 2015 to January 4, 2016. Freezing and Bursting Pipes

As a pool CORSA has all too many high severity losses every year due to freezing and bursting pipes. In fact, freezing/bursting pipes in the aggregate accounts for much of our yearly property losses as a pool. Attached is some additional information on this all too common loss for our members. Extracted from the document: "Surprisingly, ice forming in a pipe does not typically cause a break where the ice blockage occurs. It's not the radial expansion of ice against the wall of the pipe that causes the break. Rather, following a complete ice blockage in a pipe, continued freezing and expansion inside the pipe causes water pressure to increase downstream -- between the ice blockage and a closed faucet at the end. It's this increase in water pressure that leads to pipe failure. Usually the pipe bursts where little or no ice has formed. Upstream from the ice blockage the water can always retreat back towards its source, so there is no pressure build-up to cause a break. Water has to freeze for ice blockages to occur. Pipes that are adequately protected along their entire length by placement within the building's insulation, insulation on the pipe itself, or heating, are safe." What You Risk by Not Detecting a Breach

CORSA now provides Cyber Coverage as part of our regular program. If you are a CORSA member then you may be aware that we have formed a "Cyber Panel". The panel is composed of IT experts from our membership and CORSA staff; the panel has created a CORSA Model Cyber Policy and a Cyber Best Practices document. We also held cyber training seminars in four locations throughout the state this fall. The compromise of the department's systems was not discovered until April 2015. The delay in discovering the breach was attributed to a failure to configure security settings as strictly as they could have been. OPM officials advised that it was adopting additional procedures to guard against remote access and expanding the use of anti-malware software across the system. In other words, when someone decided more was needed to keep the barn doors closed, it was discovered the horses were already gone."
